Each and every Filipino has the right to access education opportunities through lifelong learning programs.

Thus, the government in cooperation with UNESCO National Commission has declared the establishment of the UNESCO Center for Lifelong Learning for Sustainable Development (CLLSD) in the Philippines. To reach out to more communities nationwide, there is a need to train members of six teacher training universities in the Visayas in the Pagsasarili curriculum.
