The right to access information is the right to seek, receive, and impart information and ideas. In the Philippines, people’s right to information and transparency in government are guaranteed by the Bill of Rights enshrined in the Philippine Constitution of 1987. A study on Policies on Information Access and Transparency conducted by the Asian Institute of Journalism and Communication (AIJC) for UNESCO made an inventory and analysis of national policies on access to information and transparency formulated and implemented by government primarily since democracy was restored in 1986. more |

Gender, Peace and Development (GenPeace) Project in Southern Philippines |

The project, started in 1998, is implemented by Mindanao-based Notre Dame Foundation for Charitable Activities, Inc. – Women in Enterprise Development (NDFCI-WED) with technical assistance from the Philippine Broadcasting Service (PBS) and financial support from UNESCO Office Jakarta. The Project has two components. First, a community-driven, non-formal education and literacy program for out-of-school youths and adults. All classes integrate peace education and are gender and culture-sensitive. Second is the network of 15 community radio stations which relay on volunteer broadcast staff. The stations broadcast useful information using local dialects. Basic services such as literacy, reproductive health, gender issues, livelihood, and peace initiatives are presented and discussed. A Community Media and Education Council composed of representatives from various sectors is organized and trained to manage the radio station. |

Philippine Public Service Broadcasting (2005) |

The Philippines is one of the few countries in the Asia Pacific region without a public service broadcasting system. The Philippine broadcast media landscape therefore remains susceptible to market demands, to the detriment of developmental programming which promotes educational and sociocultural thrusts. In 2005, UNESCO through the participation program (PP) provided a grant to the Asian Institute of Journalism and Communication (AIJC) to support initiatives to set up the Philippine PBS. Philippine National Observatory on the Information Society (PNOIS) (2000-2002) |

From 2000-2002, the AIJC implemented the Philippine National Observatory on the Information Society (PNOIS), the Philippine leg of the UNESCO Information Society Observatory. The PNOIS is a public service portal that provides information on ICT policies, programs and development that can be shared and utilized to help meet the challenges of the Information Society. more |

ASEAN Regional Orientation-Workshop on Model Journalism Curricula for Developing Countries and Emerging Democracies |

The ASEAN Regional Orientation-Workshop seeks to facilitate country situationers on journalism education in ASEAN member countries, provide inputs on how to enhance specific elements of the model journalism curricula, come up with a work plan in adapting the model curricula, and network journalism educators in the ASEAN Region. These will be the outputs of the two-day orientation workshop which will be divided into three parts, namely, Journalism Education Situationer, Model Journalism Curricula, and Networking. more |

Improving the content and expanding the outreach of the Philippine Journalism Review |
|

IPDC funded a project of the Center for Media Freedom and Responsibility (CMFR) to improve the content and expand the reach of the bimonthly Philippine Journalism Review (PJR). The CMFR redesigned the PJR and was publishing it on a monthly basis, as of December 2004 to September 2005. It conducted a content analysis of 11 Manila-based newspapers to determine their coverage of religious and ethnic minority groups. The findings of the content analysis showed that minority cultural, religious and ethnic groups still remained underreported in the national press and that the media coverage was very capital-centred. It also conducted a marketing research to review the distribution base and obtain data for soliciting corporate subscriptions and donations, to help CMFR distribute copies to provincial and other journalists who could not afford to buy it. |

Tambuli Community Radio Stations |

|
The Tambuli Community Radio Project (1992-2000) was implemented, with funding from the Danish International Development Agency (DANIDA) and UNESCO, to empower rural communities through information so that they would be motivated to take better advantage of existing development opportunities, as well as identifying and pursuing their own development opportunities through radio-supported discussion and debate. Under the project, the Tambuli Foundation facilitated the establishment of 21 low-powered FM radio stations. It was awarded UNESCO's Prize for Rural Communication in 1996.

Participants in the drama workshop have provided fresh new ideas and angles for storylines. Their enthusiasm is an inspiration for the seasoned writers, technicians and producers to create entertaining stories for broadcast. more |

TV Feature on People Power Broadcast |

Probe Productions, Inc. produced a feature on the collection of radio broadcasts of the 1986 People Power Revolution as reported by Radio Veritas, Radio Bandido, DZRH, and Voice of the Philippines. These are archived voice recordings which are part of the UNESCO Memory of the World International Register. The final segment was aired on February 20, 2008 on Probe television program.

A public forum on the writ of habeas data was held February 1, 2008 at the Supreme Court of the Philippines with Chief Justice Reynato S. Puno as Keynote Speaker. With AIJC as one of the organizers, the forum highlighted the high court’s commitment to protect the constitutional rights of every Filipino by providing legal mechanisms and human rights tools like the writ of habeas data. more |

Regional Electronic Access to Communication and Health in Eastern Visayas (REACH-EV) (2007-present) |

In the aftermath of the February 2006 Guinsaugon Landslide in St. Bernard, Southern Leyte in Eastern Viasyas where more than 2000 individuals were buried alive, UNESCO provided a modest US$ 50,000 emergency grant for the e-disaster management project for Eastern Visayas now referred to as the Regional Electronic Access to Communication and Health in Eastern Visayas (REACH-EV). Eastern Visayas, which is composed of six provinces, is not only among the poorest in the country, it is also a disaster-prone region. more |
