LLSD Training for NSTP Directors and Implementers |

|
The National Service Training Program (NSTP) was established to enhance the civic-mindedness and societal responsibilities among the youth. Literacy Training Service (LTS), Civic Welfare and Training Services (CWTS), and Reserve Officers’ Training Corps (ROTC) are the three components of the NSTP courses in the country. SEACLLSD recognizes the value that ESD can add to the youths, who are enrolled in NSTP courses. Training their trainors on LLSD is one way by which they could be trained on ESD as well. The training is expected to equip NSTP Directors with ESD concepts and LLSD teaching modules that they can use in their own practice.

Sub-regional Workshop on LLSD: Vision, Policy and Practice in Southeast Asia |

The sub-regional workshop aims to define the unique CLLSD stand on Lifelong Learning for all and its logical goal of Sustainable Development, promote international linkages, cooperation and research among Lifelong Learning for Sustainable Development providers in the Southeast Asian Region, as well as introduce the action plan of the Philippine Bid on the Southeast Asian Center for Lifelong Learning for Sustainable Development for the Biennium 2008-2009.

National Consultation Workshop on LLSD |

The Philippines has a wide range of Lifelong Learning programs: Early Childhood Education, Alternative Learning System (ALS) and adult education. Many Lifelong Learning providers are in search of better strategies to use, thus a consultation meeting would provide them with working models and processes to integrate ESD concepts with their activities. This event will set the platform for discussing models and practices towards LLSD.

The National EFA Committee’s membership include representatives from the different education agencies of DepED, TESDA and CHED, the Department of Science & Technology (DOST), Social Welfare, Council for the Welfare of Children (CWC), Local Government, Labor, Agriculture, Budget & Management, National Economic Development Authority (NEDA), Anti-Poverty Commission, Information agency, Youth Commission, Muslim Affairs, House of Representatives, SEAMEO INNOTECH (Southeast Asian Ministers of Education Organization Regional Center for Educational Innovation & Technology), E-Net, and the UNESCO National Commission of the Philippines. It is considered as the “Grand Alliance / Partnership” among different stakeholders in planning and implementation of EFA. They operationalize the concept of “borderless” programs to enhance the objectives of EFA
A workshop will be held to dovetail the EFA plan with the objectives of ESD. Specifically, the workshop shall orient the NEC members and other stakeholders on DESD, its strategies and coordination to achieve the goals of the Decade.

The SEACLLSD Journal will contain the annual projects and programs of the Southeast Asian Center for Lifelong Learning for Sustainable Development (SEA-CLLSD), which consists of a continuous series of activities promoting Education for Sustainable Development within the Philippines and the countries of Southeast Asia. The Center will also call for papers on best practices from the SEA region that could be included in this journal. |

Preparation of the Final Revised Proposal |

The SEACLLSD plans to serve the Cluster Offices of UNESCO Jakarta (Brunei Darussalam, Timor Leste, Malaysia, Indonesia, and Philippines) and UNESCO Bangkok (Singapore, Thailand, Mayanmar, Cambodia, Lao PDR and Vietnam) with its current mission, to serve as a service provider for institutional capacity building. Thus, it aims to be responsive to the Southeast Asian needs and parallel to the objectives and practices in Lifelong Learning for Sustainable Development (LLSD) in the region.
In preparation of the revised CLLSD proposal, the Interim Secretariat wishes to consult the SEA Member States on two levels: (1) Country-Member’s state of the art and best practice on LLSD; and (2) Country-Member’s insight into what the SEACLLSD can effectively do within the parameters of the Regional concerns and authorities vested upon it |

The initial inventory of LLSD providers in the country totalling 105 prepared by Dr. Ethel Agnes Valenzuela and Ms. Helen Sophia Balderrama were determined to focus more on school-based organization. Thus, the SEACLLSD will undertake another survey, which will reflect more sustainable practices and programs on Lifelong Learning conducted by governmental, non-governmental and non-school based organizations.

Survey on the Status of Education Financing on Lifelong Education in the SEA Countries |

The governments of the Southeast Asian sub-region are concerned about the growing number of out-of-school youths (OSY) and adult illiterates. At present, there are not enough data to determine the budgetary support on lifelong learning programs such as non-formal education, literacy cum livelihood training for adult illiterates and the like. Thus, there is a need for a policy research to: (1) identify policies on lifelong education in the Southeast Asian countries; (2) determine funding support for lifelong education programs from the selected Southeast Asian countries; (3) find out the scope, funding subjects and criteria for budgetary support to non-government organizations providing lifelong education; and (4) suggest policy reformulation and development on education financing for lifelong education.
Researchers from Southeast Asia will be tapped to participate in conducting the survey. The outcomes of their survey will be reported in a sub-regional workshop organized by the research coordinator to share their findings on the current status of lifelong education budget in the government sectors including the central government level, not only the Ministry of Education but also every ministry is involved in the lifelong education.
The expected outcomes of the sub-regional research workshop: (1) Situation analysis on literacy, non-formal education, continuing education programs in the sub-region; (2) Policy profile on lifelong education in SEA countries; (3) Budgetary support from the government and non-government organizations assisting in the promotion of lifelong education; and (4) Recommendations on how education financing for lifelong education can contribute to the EFA Goals and MDG.

In preparation for the Feasibility Study, the SEACLLSD needs to continue its proposed programs and activities to broaden its Lifelong Learning initiatives throughout the country. Thus, there is a need to have an action planning workshop to finalize the Annual Report for the year 2007 and to prepare an annual work plan for the coming year (including programs, activities and financial plan), as well as to tie up the previous year’s proposed programs and activities.
